Overview
Serious concerns have been raised regarding the activities, governance, accreditation practices and potential conflicts of interest associated with the Nepal Accreditation Foundation (NAF) and Er. Abishek Adhikari.

1. Alleged Conflict of Interest and Self-Accreditation
One of the principal concerns relates to an alleged relationship between Er. Abishek Adhikari, NAF and Quality Management System Nepal Private Limited.
Annexure 1 contains material relating to the alleged position of Er. Abishek Adhikari as Founder of NAF. Annexure 2 contains information identifying him as a Director of Quality Management System Nepal Private Limited. Annexure 3 contains material relating to the allegation that NAF accredited the company.
If these relationships and accreditation records are confirmed, they raise questions concerning independence, impartiality and conflict-of-interest safeguards. The relevant records should therefore be independently reviewed against applicable accreditation requirements.
2. Alleged Overlap of Accreditation, Certification and Consultancy
The complaint also raises concerns regarding the alleged involvement of related parties in consultancy, certification and accreditation activities.
Annexures 4, 4.1, 4.2 and 4.3 contain material relating to alleged consultancy activities. Annexures 5 and 5.1 contain material relating to the alleged involvement in Certification Body (CB) and Accreditation Body (AB) activities.
The relevant authorities should assess whether the activities are appropriately separated and whether sufficient safeguards exist to protect impartiality and independence.
3. Concerns Regarding Commercial and Financial Practices
The complaint identifies communications allegedly sent to Certification Bodies concerning discounted pricing and fee adjustments.
Annexure 6 contains the relevant email communications and supporting material. These communications should be reviewed in their full context to determine their purpose and whether the arrangements are consistent with applicable accreditation policies and requirements.
4. Alleged Use of IAF Logo on Certification Documents
A further concern relates to the alleged use of the International Accreditation Forum (IAF) logo on certificates issued by Certification Bodies.
Annexure 7 contains the relevant certificate or documentary evidence. The authorization and manner of use should be independently verified against applicable rules governing accreditation marks and logos.
5. ISO-Related Logos and Website Representations
Concerns have also been raised regarding the use of ISO-related logos, marks and representations on websites and promotional materials.
Annexures 8 through 8.6 contain screenshots and other material relating to the website and the alleged use of ISO-related logos or representations.
The materials should be reviewed to determine whether the representations are accurate, appropriately authorized and consistent with applicable requirements.
6. Sale of ISO Documentation Kits
The complaint further raises concerns regarding the alleged sale of ISO documentation kits.
Annexures 9 and 9.1 contain the relevant website, advertisement or promotional material relating to the alleged sale of ISO documentation kits.
The material should be assessed in context, particularly to determine whether customers are given a clear distinction between documentation or consultancy services and actual certification or accreditation.
7. Transparency and Public Information
Additional concerns relate to the clarity and availability of information concerning organizational structure, activities, accreditation scope, governance and operational relationships.
Annexures 1–9.1 collectively provide the documentary material relied upon for the concerns raised in this report. The information should be independently checked against official records, accreditation databases, published policies, certificates, websites and other relevant sources.
8. Need for Independent Review
The issues described involve several areas, including alleged conflict of interest, organizational relationships, consultancy activities, commercial arrangements, accreditation and certification activities, logo usage, website representations and the sale of ISO documentation.
The supporting evidence has been organized into Annexures 1 to 9.1 so that each issue can be examined separately. These materials are submitted for investigation and should not be treated as final findings without an independent assessment.
Conclusion
The documents referenced in Annexures 1–9.1 raise a number of concerns that warrant careful and independent examination.
Particular attention should be given to the alleged relationship between NAF and Quality Management System Nepal Private Limited, the alleged overlap between accreditation, certification and consultancy activities, commercial communications, use of IAF and ISO-related logos, and the sale of ISO documentation kits.
An independent review of the supporting evidence would help establish the facts and determine whether the activities concerned comply with applicable accreditation requirements and membership policies.
